Shire of Mundaring withdraws membership of Eastern Metropolitan Regional Council

Shire of Mundaring Council has made the strategic decision to withdraw its membership from the Eastern Metropolitan Regional Council (EMRC), effective 1 July 2025.

 

The Shire has been a member of the EMRC since its inception in 1983, however, with two other member councils also withdrawing, Council made its decision based on our future strategic alignment and potential financial exposure.

 

Strategically, the Shire is transitioning to waste-to-energy technology for general waste disposal, moving away from landfill. While not all EMRC member councils support this approach, it aligns with the State's Waste Avoidance and Resource Recovery Strategy 2030.

 

Council considered the financial risks of remaining in the EMRC, including the withdrawal of its largest equity holder. The Town of Bassendean will remain the only participating member as of 1 July 2025.

 

Shire President Paige McNeil said the decision was informed by financial assessment and will allow the Shire to align its waste management strategies more closely with its long-term sustainability goals, while managing financial exposure.

 

“Council’s decision provides an opportunity for greater flexibility to explore alternative waste management services and solutions,” she said.

 

The Shire’s equity in the EMRC will be independently assessed as of 30 June 2025, with a payment to be made in accordance with the Establishment Agreement within the following two years.
