Cat registration
The Cat Act 2011 requires all cats (from 6 months of age) to be:
- Microchipped
- Sterilised
- Registered with the relevant local government.
Cats are required to wear a collar and registration tag to ensure that owned cats can be easily identified and returned to their owner.

Impounded cats
By law, the Shire must hold an impounded cat for:
- 72 hours if the cat has no identification (e.g., registration tag or microchip)
- 7 days if the cat’s owner can be identified through registration or microchip details.
If the cat is not claimed within the required timeframe, it will be rehomed.
Releasing an impounded cat
The following conditions apply to release your cat from the pound:
- Initial impound fee: $130. This fee is reduced to $100 if your cat is already registered, microchipped, and sterilised.
- Daily fee: $15 for each additional day your cat remains in the pound.
- Registration requirement: Your cat must be registered before release, which may incur additional costs.
- Unregistered cats: Cats without registration will only be released after they are microchipped, registered, and sterilised. If the cat is unsterilised, arrangements must be made with your vet and the Ranger to set a firm date for sterilisation.

Cat ownership limits
- One or two cats: No permit is required to own one or two cats.
- Three or more cats: If you wish to keep three or more cats, you must apply for a permit through the Shire of Mundaring.
- If you are not the property owner, written consent from the property owner is required.
- A fee of $100 applies when submitting the application.
Breeding cats
Anyone breeding even a single litter is considered a cat breeder.
If you are a current breeder or wish to become one, you must apply for a permit from the Shire of Mundaring.
- $100 fee is payable for each breeding female cat
- Permits are valid for 12 months.
Note: The Shire of Mundaring’s Local Planning Scheme restricts breeding to certain areas. Contact the Shire for more information.
Selling or giving away cats
Before transferring ownership, the cat must be registered, microchipped, and sterilised.
If the cat is too young for sterilisation, you must provide a prepaid sterilisation voucher to the new owner.
